2011 – Dibble Engineering – City of Phoenix Small Diameter Sewer Rehabilitation Program
YPMO began working with Dibble Engineering to provide public information and outreach (PIO) services for the City of Phoenix Water Services Department’s Small Diameter Sewer Rehabilitation Program. The City’s contractors included SAK Construction, LLC, Insituform Technologies, and Achen-Gardner Construction, LLC for CIPP liner installation throughout Phoenix.
In 2014, 2018 and 2023, Dibble was awarded consecutive contracts with the City. Today, the City’s successful wastewater infrastructure rehabilitation program has grown to an estimated $105M and includes 10 Job Order Contractors that specialize in various manhole and clay pipe rehabilitation, repair, and replacement.
YPMO provides PIO services on this program, including preparing and distributing construction notices for each contractor, 72- and 24-hour water restriction door hangers, coordinating water shut-offs with property managers and the City, night work notifications, communicating property easement access requests, and conducting business outreach. Our pre-construction public outreach planning and quick team communication during construction are essential for this program and its success. Over the last 13 years, the YPMO team, including Anne Thompson, Trinity Slabbekoorn, Alexander Misner, and Jennie Clements, have gained a wealth of knowledge to assist the City’s team and its customers.
