2021 – COP WSD – Large Diameter Sanitary Sewer and MH Rehabilitation Design Phase

After a year of planning to define and develop a scope of work for PIO services for our City of Phoenix On-Call Professional Services Contract, YPMO began working with two engineering firms on four contracts for their design phase work for the Large Diameter Sanitary Sewer Pipe and Manhole Rehabilitation Program in 2021.
 
YPMO’s team analyzed site constraints and developed Public Information and Outreach (PIO) Plans for 150 sanitary sewer pipe segments and 1,000 manholes that the city identified for rehabilitation during the construction phase (2023 – 2028).
 
Over 12 months, YPMO’s team developed 32 PIO Plans with 264 subsections that included project location maps and mailing distribution lists for the four contracts. The PIO Plans identified the distribution areas, including residences, businesses, schools, and emergency services. Based on prior project knowledge, YPMO staff anticipated approximate traffic restrictions for collection schedules (trash, recycling, bulk trash), bus and bike routes, and overall impacts to major roadways during the construction phase. YPMO thoroughly reviewed the site constraints and identified businesses and schools near the impacted areas that would require extra coordination such as sports arenas, events, venues, hotels, or other multi-purpose facilities.
 
Our work concluded in February 2023 and YPMO began preparing for the construction phase later that year. Our work in the design phase allowed our team to quickly produce and distribute construction notifications and assist the contractors identify any area constraints.
