PROJECT OVERVIEW
Construction hotlines are quiet when construction impact outreach is done well.
Pressure regulating valves (PRV) ensure that residents and businesses don’t have too much or too little water pressure coming into their homes. This city-wide project in Glendale repaired nine PRVs that improve and ensure water reliability throughout the community. More than 20,000 residents were impacted by construction, which occurred in residential areas and near schools and businesses.
YPMO’s outreach started before Spring 2020, and included construction notice postcards/emails, hotlines, and updating the City’s website. The team also coordinated construction activities with school schedules and hand-delivered notifications to homes close to the PRV sites.

THE CHALLENGE
COVID-19 changed the way YPMO reaches out to residents and businesses by causing improvement and innovation.
No one anticipated the COVID-19 pandemic, and YPMO responded quickly to make sure residents and businesses were made aware of construction schedules and impacts, regardless the level of difficulty.
“For public health reasons, YPMO was adhering to CDC recommendations and avoided in-person contact,” says Andre Salais, project manager. “To accommodate public health concerns, we researched contact information for affected businesses, contacted them by phone, and emailed construction notices. Our adaptability meant that we were able to carry out our responsibility to notify the public in as safe a manner as possible.”
