YPMO provided PIO services to JPCI Services’ JOC for the City of Phoenix Water Services Department’s Citywide Manhole Rehabilitation Program from 2017 to 2023. YPMO prepared hundreds of notifications for distribution throughout Phoenix communities, from residential areas to ADOT right-of-way. Outreach activities included coordinating with property owners and managers for access to private properties as well as parking lots in high traffic areas like shopping centers and hotels. Close coordination was sometimes needed in sensitive areas where work schedules had to be modified near residential areas, restaurants, and gated communities.  

At the beginning of each JOA, YPMO staff worked to prepare project location maps for the areas in advance, as well as prepare mailing areas and label envelopes in advance for notification. This advance work made for quick work finalizing the notices with the team and distributing them to the community.
