PROJECT OVERVIEW
YPMO provided PIO services for the project team with Phoenix Water and TALIS Construction Corp., a contractor to the City, as they installed a new 12-inch water main in Central Avenue, from Montebello Avenue to Maryland Avenue, and in Bethany Home Road, from 2nd Avenue to 3rd Street. This new water main improved service to the area, replacing aging infrastructure and preventing further service interruptions.
YPMO prepared an initial construction notice before work began and followed up with three additional updates, ensuring residents and businesses were kept informed during each of the project’s four phases. The notices included detailed information on construction impacts, schedules, and detour routes. Construction was divided into four phases and was initially scheduled to be completed within 10 months.
To reduce the impact on seasonal events and area traffic, work began strategically at the intersection of Central Avenue and Bethany Home Road. This segment was prioritized to avoid conflicts with the winter holiday season and major community events, including the Phoenix Electric Light Parade. As the project progressed, it encountered delays that extended the timeline beyond the original completion target of July 2022. These were largely due to paving, seal coating, and lane striping activities that required additional coordination between contractors.
Construction was temporarily paused to accommodate the scheduled winter parades, demonstrating the project team’s sensitivity to working with the local community. In addition, YPMO responded quickly to support water service coordination. When water shut-offs were required for water meter replacements and waterline tie-ins, YPMO prepared and hand-delivered door hangers to all impacted properties. These timely notifications helped minimize disruptions and maintained public trust by ensuring proactive communication with those affected.
