This project was part of the City of Phoenix T2050 voter-approved program that included street repairs using mill and overlay, crack and seal, and pothole repair techniques.

The City of Phoenix Street Transporation Department 2020 FAST and Scrub Seal Project consisted of preparing residential streets for resurfacing using a 3-step process: Asphalt Patching and Crack Sealing, Chip Sealing (Fractured Aggregate Surface Treatment aka F.A.S.T.), and Scrub Seal Coating. Cactus Asphalt performed each treatment phase across a two to four month span per area, moving as quickly as possible to  complete the work in a timely manner.

YPMO was a subconsultant to Cactus Asphalt for public information services under their Job Order Contract. PI services included weekly location schedule review, preparing construction postcard mailers and flyers for the contractor, preparing and maintaining an updated distribution schedule and distributing the notices via mail, and maintaining a project information hotline and a log report.

We developed a clear set of communications – eye-catching two-sided postcard mailers that informed residents and businesses about the three-step process so they would understand what to expect in their immediate area. The postcards showed the schedule, map, parking guidelines, along with City commitment statements explaining the T2050 program.

YPMO also also conducted business outreach, often in large business parks, to notify business owners or managers of upcoming construction work, learn about business hours, and explain traffic and parking restrictions, and communicated with and assisted residents and businesses with access concerns, parking and delivery logistics, schedule information and updates, driveway clean-up requests, and communication with residents and businesses regarding other street maintenance requests, concerns and complaints.
