The Filmore Project began in August 2019 and completed in July 2021. This project consisted of constructing a new seven-story apartment complex in downtown Phoenix, which also included creating a new street in the neighborhood. The amenity-rich complex features curbside public parking, sidewalks, and additional lighting that improves safety and visibility at night.

Hired by Chasse Building Team, YPMO developed an outreach plan to advise residents and businesses of the long-term nature and impacts of this fairly disruptive project using mailed flyers, door hangers, and email construction notices.

Stakeholders for this project included an adjacent apartment complex on 6th Street that would have access disrupted during the street construction. Businesses included the Salvation Army, a rehabilitation facility, and other historic properties. Most communications were in English only, although urgent notifications also had a Spanish translation. YPMO also developed and maintained a project website that provided construction photos, schedule updates and other information that helped the public understand the project’s progress.

This project also included the construction of a new street, Taylor Street, between 4th and 6th Avenues, as well as utility installations, curb and gutter, sidewalks, and landscaping. Temporary detours and/or restrictions affected the alleys between Fillmore Street and Polk Street, and 5th Avenue between Fillmore Street and Polk Street. Access to area residences, businesses, and existing parking lots were maintained during construction.
